CLEAN GULF is the premier Gulf Coast Conference
& Expo focused on the vital oil and hazmat spill, marine salvage
and fire, port and maritime security, prevention and response markets.
The 2009 CLEAN GULF Conference is issuing an industry-wide call
for participation. A government/industry-based committee has formed
to assist with programming this event. Prospective authors are invited
to submit a 200-300 word abstract(s) for consideration by the program
committee by Monday, April 6, 2009.
NW Spill Response Community - The Regional Response Team/Northwest
Area Committee (RRT/NWAC) will have their next meeting
on Tuesday, May 12, 2009 in Port Angeles, WA at the City of Port
Angeles Vern Burton Community Center. An agenda will be sent out
as we approach the date of the meeting. For those who would like
to stay overnight in Port Angeles, a block of rooms has been set
aside at the nearby Olympic Lodge for the nights of 11 and 12 May

An oil spill along the coast of Queensland in north-east
Australia is 10 times worse than originally thought, state
authorities said. A Hong Kong-registered ship damaged by a tropical
storm on Wednesday leaked 230 tonnes of oil, not 20-30 tonnes as
initially reported, officials said. They warned that the toxic sludge
is carcinogenic and threatening wildlife. Dozens of beaches along
a 60km stretch (37 mile) on the Sunshine Coast have been declared
disaster zones.

EMSA network of stand-by oil recovery vessels: new tender
in the Baltic and along the Atlantic coast
The European Maritime Safety Agency (EMSA) is launching a new procurement
procedure for stand-by oil recovery vessels covering two areas:
the Northern part of the Baltic Sea and the Western approaches of
the Channel & Atlantic.
The 2009 tender will be similar to previous tender rounds. The
purpose is to maintain the EMSA network of stand-by oil recovery
vessels through the establishment of 3 year renewable contracts
with commercial ship owners and/or operators and/or spill response
organisations and/or manufacturers. The Prior Information Notice
was published in all official languages on 14th February in the
Supplement to the Official Journal of the European Union (OJEU).
The “Prior Information Notice” provides general information
regarding the tender. All relevant information is available through
the EMSA website under the “Procurement” section, please
see “EMSA/NEG/1/2009”.
Following the Prestige incident, EMSA was given the task to provide
addition pollution response capacities to European Member States.
Since 2005, the Agency fulfils this particular task through contracting
commercial ships equipped by the Agency to operate, upon a state
request, as pollution response vessels. The aim is to protect the
marine environment by mitigating the shoreline impact of an oil
spill. The EMSA contracted vessels act as “reserve for disasters”
at the disposal of coastal States.
To date, oil recovery vessels have been contracted in the Baltic
Sea, Atlantic Coast, and Mediterranean and Black Sea areas. The
current network of at-sea oil recovery vessels includes different
type of vessels from small bunker tankers to hopper dredgers as
well as offshore supply vessels. These are commercial vessels that
can be adapted for oil pollution response activities. Click

Following any pre-fitting works, these vessels will ideally have
large recovered oil storage capacity and “state of the art”
equipment (such as a slick detection system), as well as a choice
of oil recovery systems (sweeping arm or boom & skimmer). The
specialised oil spill response related equipment will either be
stored permanently onboard or containerised to facilitate rapid
installation onboard the vessels. For more information please consult

will host its first ever Dispersant Training for the Oil Spill Responder.
